The short answer
Rangers respond to hypothermic cyclists because a strenuous climb can feel warm while the descent rapidly removes heat from wet clothing. Dress for the worst plausible descent, not the comfortable parking lot.
Essential preparation
Waterproof wind shell.
Thin insulated layer.
Full-finger gloves.
Helmet-compatible warm cap and neck gaiter.
High-visibility clothing and lights.
Food, water, tire tools, pump, and emergency warmth.
Controlled descending technique and a turnaround time.
